Achieving declining temperatures does limit long-term risks compared with merely stabilizing warming, but strong Earth-system feedbacks could undercut any reversal, and hedging against that would require a preventive carbon-removal capacity of several hundred gigatonnes. The authors conclude that only rapid near-term emission reductions reliably reduce climate risk.
